It should be possible to create a custom territory in Power BI. Not every Organization uses Continent, Country, State & Province or County for Mapping. Some Organizations want to create customer sales territories which is hugely valuable in getting granular into your Data.
Currently this feature is available in Tableau.

This will also eliminate the use of Location Intelligence software as a counterpart when analyzing data.

I can't believe custom territories are not supported in Power BI, MS had this capability in the old Map Point program!

There should be a census tract layer so that you can join a worksheet and group by whatever you need. Seems simple.

My company also has custom sub-county areas we work with extensively. Currently such maps are made in ArcGIS

I too would like to have this functionality (perhaps using BING Maps).
Solution: I have used the Synoptic Panel from OkViz to achieve the same (but with no map background).

Yes, this would be incredibly useful. We've got Regions that break up into Districts that break up into Territories, and all of these can cut across state lines. A quick and easy way to display these on a map using zip codes and/or latitude/longitude would be ideal.

Could you extend the grouping feature to Geographical data? So you could group States, towns, zips, counties into larger contiguous or non-contiguous territories?

This is possible if you've got a dedicated GIS program and use the shapemap visual. We've been using ArcGIS to create custom shapefiles for this purpose (by using the Dissolve tool), then using a website called Shape Escape to convert to TopoJSON and they're importing beautifully into Power BI Desktop. Tried converting using another website, and it wasn't playing nicely when imported - but I'm not affiliated to the website mentioned above either - it just works.
