It should be possible to create a custom territory in Power BI. Not every Organization uses Continent, Country, State & Province or County for Mapping. Some Organizations want to create customer sales territories which is hugely valuable in getting granular into your Data.
Currently this feature is available in Tableau.

This will also eliminate the use of Location Intelligence software as a counterpart when analyzing data.

If you can create a TopoJSON map with the territories, you can use the shapemap visual. For instance, we use shapemap and a custom topojson map to display student enrollment in state legislative districts (which cut right through counties, zip codes, area codes, etc.).

Can't you use address information to define your territory, like zip-codes, states, counties or assign the territories to your customers directly in the dimension tables? Isn't this a true dimension that should come from your business application in the first place and not as a secondary layer in some BI reporting tool?

Having a way to create custom regions based on villages is something I have been looking for for the last two weeks.

Custom shape maps on a bing maps background would substantially boost the uptake of power bi in my workplace.

As someone who works with maps almost all the time, this would be a great way to save time with R and shapemaps.
