Vertical layout of report page tabs during editing (web and Desktop) with auto-scroll when dragging/re-ordering

Vertical layout of the report page tabs in web (reading view) is great! So why does it revert back to horizontal layout during editing? Horizontal makes it difficult to navigate when there are many pages, and re-ordering of pages is even worse due to lack of auto-scrolling when dragging to re-order pages. Please make vertical layout an option during editing in web and Desktop, and add auto-scrolling when dragging a page to the beginning/end of the visible range of page tabs.

I have been creating reports recently with a lot of pages, as I need the extra pages to drill down on measures, and have realized that bookmarks are not useful for reports that need scaling and pages are better and therefore need more room to navigate the pages. A VS code style file explorer tab would be perfect add on to the current Power BI desktop application.
