    Tenant setting exceptions by workspace and/or by sensitivity rather than AD group

    Have the "except for" configuration settings at the tenant level be set by individual workspaces and also to be able to be set by sensitivity label if that has been applied.

    The idea is that the exceptions are set at the level of workspaces or set by the sensitivity of the workspaces (or underlying dataflows and datasets).
