I really like the concept of Linked Dataflow, but people need the ability to apply additional transformations to dataflow. For example, a System Administrator setups a dataflow for an application and it made globally available to the organization. From there a workspace owner should be able to apply additional transformation to meet for there project. Without this abilility, you are still required to duplicate a lot of effort.

If this is still an issue for you: If you want to use the dataflow in a dataset, you can apply transformations directly to it in Power BI Desktop. If you want the modifications saved to another dataflow, all you need to do is set "Enable Load" to false on the linked dataflow and create a blank query where Source = linked_dataflow_name. From there, you can make all the transforms you want.
