Tooltip showing over row fields in matrix

For now in Power BI as stated as a limitation on the update info notes from https://docs.microsoft.com/en-us/power-bi/desktop-tooltips when you hover over a filed that is not summarized it will not display the tooltip that was set from the tooltip format menu but it will still show a default tooltip displaying the categories previous to the hovered filed.
Can we have the same option for summarized on the row fileds from a matrix or any other field legend, X and Y axis ?
