Enable ESRI Maps to show a legend with color and size.

I cannot believe that this isn't a feature!
And the 'solution' of "You could add the stock map or chart in back of ESRI map with only the legend showing. Sync up the colors and you are good to go." is in fact NOT a solution, just a work-around!
Please, pretty please with sugar on top, solve this!
