We have VNET configured for Azure SQL DB with in Azure subscription. This would secure the Azure SQL DB from azure service and Power BI is treated as an external connect and we would be forced to have a power bi gateway.
We have users that publish Datasets everyday and we cannot have them create and use the gateway because
1. It' NOT a good user experience.
2. It's an over head from maintenance standpoint.
3.The gateway could be overloaded and cause performance issues.
4.It would cost more from Azure Subscription standpoint.

RE: Create Private Link to Power BI Service from Azure Subscription
We are currently looking at standing up a gateway on a VNET solely to secure an Azure SQL DB using private link. I found that there are a couple of features on the release plan around Azure integration, private link integration should have been in preview in July and I haven't been able to get any more information on it, I was hoping it would arrive earlier before we had to build the gateway! Someone from Microsoft may be able to find out more on the current status of this one.
