If I want to specify a file(csv, txt..) as a Power BI data source, please be able to import data by folder specification instead of file specification.

CSV files are okay but a severely limited and prone to data issues and availability. The Tab Separated .TXT files are better, especially when included text data may included commas as part of the descriptive text.
Unfortunately the currently state of the PowerBI online service requires the user to maintain an additional file, connection and update schedule/process. ie. not-Easy as it could be.
Additionally the Folder option is a key enhancement as certain software exports/reporting is not conducive to single exports for the complete required data-set.
Not every environment is using Dynamics or other connectable DB and even those that may have an existing connector still have IT departments that for both good and bad reasons will not let direct queries take place forcing there users (and PowerBI users) to muddle through with various other export formats.

As per our requirement, we need to open the file from powerBI
