It would be super nice if I could move visual level filters to page level filter, instead of have to make a new, that is the same that I just have made in visual filter

100% - this is currently super inefficient

This feels like such a simple change.I can't tell you the amount of times I've built my filters on the visual, but should be on the page (I know i should have learnt by now), but a simple drag and drop, or a button - move filters to page would be a great design idea.
RE: move visual level filters to page level filter
Without fail, during report updates or report creation, I find myself grabbing the existing filter in the filter pane and try to move it to one of the other options and it just reverts back to its current location. You'd think I learn my lesson but because you can actively grab the filter and change the order of the filters (in the existing section), it's almost as if Power BI is tempting you to move the filter to a different section. It's intuitive that that would work...but it doesn't.I definitely feel that this is a significant quality of life update that I imagine cannot be too terribly difficult to implement.

Absolutely. I was amazed this capability didn't already exist.

This comes up for me a lot!

I was frustrated I could not find how to do this functionality. Glad I found this page that acknowledges it cannot be done, but still would have expected this functionality with such a robust product.

Would be so great !! such a waste of time to re-create filters...
