Sharing app to both internal and external users

Currently the App Access setting has the option to share to "Entire organization", or "Specific users (including external users", but not both. I have a scenario where I need to share the same App to both internal users, and some external users. Please change the setting to allow multiple selections (internal organization AND specific external users by email address).

As a workaround, I can add the external users, have them install the app, then change back to Internal Organization, but this is not very practical.
