Phone portrait layouts are created from visual elements created for the desktop report page view. However, elements can be stacked on the desktop and the z-order can be adjusted. Apparently elements cannot be stacked when creating the phone portrait view. Some might consider this a bug since these composites are a visual on the report page that cannot be used on the phone.
We often use a graphic object to draw a frame around other objects and give a title to the group. We are searching for an alternative for the phone view.
Microsoft, please consider this important enhancement to phone view.

We would like to do this as well. We are overlaying images over top a plot in R which is great in desktop but not allowed in mobile. I tried some creative workarounds. I thought if I grouped them together it would let me move them together as a unit in mobile. I tried importing the image from a web url into R which did work in desktop but failed in the power bi service b/c it doesn't allow R packages to make queries over the web.
The layout for phone is very clunky also. It seems to be snapping the visuals at weird places on the grid and it's difficult to resize them especially if there is one below it.
