A card which behaves like a button, i.e. The whole tile should be clickable and should redirect to a external link which can be given in a custom link field.

I think initial idea was to have a dynamic link according context like selection in another visual.

On a dashboard tile, select the ellipsis (...) and Edit Details. There is an option for Set Custom Link. Here you can add any URL you like with option to open in current window or new browser tab.
If you're referring to Desktop I don't think this is possible. You can add links into a table visual from your data and apply a filter so only one shows which could work.
