The Viewer role is very limited – ok for a user who should only read the report/dashboard and interact with the data by filtering. But he cannot edit the report or use the analyse in excel option.
At the same time the Contributor role allows too much. The user could not only edit the report. He can save it (and destroy the original version with only few clicks) and also delete reports (or datasets?) in the workspace.
I am missing a role ‚between‘ the both or (even better) a role with a customize option. The workspace administrator should be able to define the allowed actions. These could be:
edit reports (=ability to choose different attributes/metrics from the dataset)
save a copy (before or after editing) – but not the ability to overwrite the original report by saving
create a report on a dataset
analyse in Excel
export data from visualisation
All of these options are part of the minimum requirements our users have (and are used to have in the current BI tool).

RE: User Role 'between' Viewer and Contributor
We need a similar PowerBI User role for our Organization. This would need to be a "Consumer" role between Viewer and Contributor, where users can do everything as Viewers plus being able to "Save a Copy" of the report, without the "Edit" report option the Contributor role offers. Therefore, keeping the integrity of teh original report.
