Improve Service Outage Notifications and Link to History

Is there a better way you can publish detail about service notifications, past and present? Yesterday some end users were reporting very slow performance and we are also seeing the refresh issue in North Europe for on premise data which is currently being worked on.

I can see that there is a summary of current issues listed on the front page of the support site, but there is no link to the detail and I can't find a history of service issues which may help to explain why user X was experiencing problems at time Y.

I appreciate I can dig through the forums and boards but there is no easy way to differentiate Joe Bloggs struggling to getting his Pie Chart drill down working and a genuine service outage that affects a large number of users.
