Currently if you have a ragged hierarchy you will see blank branches/leaves in your hierarchy in your Tabular model. BIDS Helper allows you to set HideMemberIf, but since the SSAS server for Tabular doesn't officially support this, it appears to not work properly on a significant percentage of dimensions. Please support HideMemberIf or an equivalent properly.

Given that the tabular engine has supported this capability for about four years, and multidimensional has supported even more complex implementations of dimensional hierarchies; it just makes sense for Power BI to honor ragged hierarchies.
