You may know that some adjustments in a report can only be done in desktop (add a new dax formula, edit power query, ...). So the back and forth is almost unavoidable between desktop and server.
From ergonomic resons it is sometime interesting to set the tabs along the bottom instead the lateral side.
This can be adjusted in the report setting (in the server).
However, when a report is republish from desktop (because updates, ...), this setting is removed.
Let's take a similar exemple: "Change default visual interaction from cross highlighting to cross filtering." This can be edit BOTH in the desktop option and in the server. And when it is set in the desktop (in the option / current report) it is transfered when published.
This type of conservation of setting is worth for the 'Display report pages as tabs along the bottom of the report.'

As someone that has been heavily focused on User Interface / User Experience for years, I am astounded that this is not already a feature.I am more shocked that the product designer would waste precious screen real estate in the first place, putting these tabs somewhere they have never been in related Microsoft products.Access and Excel have always been at the bottom. It's a Real Estate issue. Why waste it?Put the tabs at the bottom and make the service retain any settings ... make those filters stay collapsed until asked for!

I am dealing with this right now as I work on a customer's initial project with Dynamics, Dataverse, and the Power BI service. Other report settings are being reset to their default, not just this one, and the division director who is receiving the report is already complaining about the left menu taking up too much space. EVERY republish of the report (which is under active development) resets the page tab location. We either need the ability to set this in the Desktop IDE and have it retained when published, OR be able to specify the settings in the workspace and have them retained with each republish of the report.

As a developer - This becomes most important as i do want to control what we see as we see on the service via the PBI Desktop.
