You need to able to add data labels to the maps (in power map, power view, and power BI Designer) such that you don't need to hover over the area to get the information.
Ideally you could add the data by your location identifier or even customize it.

This is stupid, who thought it was a great idea to show maps without labels? Probably the most idiotic decision Microsoft have made in power bi.

I have to agree. This tool is fantastic, but the inability to add data labels is a real let down.

Agreed, we need to have data and value labels for mapping if the feature is offered. (Apart from hovering). I think this is a critical add. Is this something in the works?

I absolutely love Power BI. I am working on an important project and was very excited about the mapping feature, however without data labels, I have to use another mapping program. It's frustrating and disappointing because I am the biggest champion of Power BI at work. Any plans to have this implemented in the near future?

I am looking for this as well. Map is useless if it can not be interpreted.

100% with this one. Without labels, a map is useless, especially with exporting visuals to a deck.
