We and another develooer teams create PowerBo reports, build mesures and sell ready BI product to another companies.
Now everyone can buy one our report, download pbix file and sell our product.
We, developers, can't now save our inteligance product.
Why users have permissions to download developer's tools?
We think, only Global Admins must have possibility to download PBIX

From an ISV perspective, we want to be able to sell a PBI report to a client, install the report into their workspace, publish it into their App. We don't want the client to have access to the report design or DAX formulas. We do want the client to have access to the data model so they can create and publish their own reports. We need a way to protect the IP while being able to publish into the client's environment.

PBIX is the intellectual property of ISV working on Power BI project for customer. ISVs want to protect PBIX (datamodel, report design, DAX formulas) and not care about data which is owned by Customer.
So the setting should be Disable PBIX Download - except Author - not even Global Admin should be allowed to access PBIXs that were uploaded by Authors when this setting was enforced

Allowing anyone in a group who has edit permissions to download the PBIX poses a security concern in that they can obtain credentials used to connect to data sources that they wouldn't normally have.
The PBIX file contains this information, and needs to be separate from the tenant wide feature to disable all data exports to things such as excel.

We need a better control on all the features on a per user basis.
like the export, the analysis through Excel, which published model can be edited or not by an individual user etc...

Now we can block downloading pbix by users, but than users cant work in Excel with data
Or saving our product, or blocked Excel
