With the new "Publish to Web" functionality, it would expand the possibilities massively to be able to allow "publish-time" parameters that could control what viewers could see. We would like to be able to create personalized dashboards to thousands of end-users, but are currently unable to.
This would be related (and probably depend upon) the following ideas:

I voted for configuring paramaters when publishing a PBIX or when configuring Schedule Refresh.
It is not related to publish-to-web feature (that is not aimed to share reports to your end-users).
Anyway, parameters are available this morning (3/27/2018) in Schedule Refresh in my Tenant (North Europe).

we need this otherwise we would have to pull large data to report and thus slow

This might need a different UI for generating them as well, so you can bulk-load different parameters.
