Make a Pro\Developer Licence similar to the cost of a SQL Standard licence and then make users free. In my opinion Power BI is a great product and once integration with SSRS is complete, will blow away many of its competitors, but the licencing is prohibitive for small to medium business, and hard to justify for large ones.

Agreed, our entire Azure usage is less than a tenth of the new minimum pricing. The new pricing model basically goes against the trends at MSFT these days, all other product approaches are aimed at getting early stage businesses to adopt MSFT products over competitors.
