I think sometimes setting a filter is the right option, and sometimes setting a slicer is the right option. I'd like control over what happens.
I have a group of reports with a "welcome" page where a slicer can be set, which runs in sync over most of the report. I'd like to offer some jumping off points where users can move from one report to another, targetting the welcome page. With drill-to-filter, this provides a bad experience if the slicer was set to something different in the other report, as the user then has to set the slicer to match their selection. With drill-to-slicer, it would set them exactly where they need with no clear up of applied filters.
There are also some drill targets that use keys for an individual record. Drill-to-slicer would be inappropriate for these use cases. There are also problems caused by drill-to-filter in these cases, but they are probably out of scope for this idea at this stage.

What if you're drilling through on a field that doesn't have a slicer? I understand the confusion the filter pane brings to some users, but this would could result in filters being applied with no trace of what's actually filtered.
