Fix bugs in visuals not following the custom format definitions

There's currently a lot of the standard-visuals (almost all exccept the Multi Card and the Matrix visual), that does not fully implement the formatting definitions described here: https://docs.microsoft.com/en-us/analysis-services/multidimensional-models/mdx/mdx-cell-properties-format-string-contents?view=asallproducts-allversions#numeric-values and here: https://docs.microsoft.com/en-us/power-bi/create-reports/desktop-custom-format-strings.

In general there's mostly missing support for the ",." formatting sequence, but there's also many other things needed to be fixed like axis scales and legends

I create a line chart with two slicers.

One controls the measures, such as sales volume, income, take up rate. They have different formats after using calculation group in tabular editor (whole number, $ and %).

Another slicers control different dimensions, such as state, type, age. using the relationship to switch in expression.

My situation is that, for type and age dimensions, line chart can display correspondingly correct format, but for the state dimension, line chart could not display correct format properly. What I have stated above is an easy sample. There are more dimensions in my working file. Some works but some doesn't.
