R visuals in power bi service
Currently filtering on R visuals is supported in PowerBI desktop but not in PowerBI service. Allow full support for R visuals in PBI service as well including filtering.

Bug: Enable refresh of this query
There seem to be a bug with enable refresh of this query option. When it is unchecked it works fine in desktop but when published to service it still refreshes. This should be consistent across both desktop and service so when query is unchecked for enable refresh it should not refresh in either ...
