Scatter chart measure filter applied at lowest drilldown level instead of visible drilldown level

When you have one field on the scatter chart axis, the DAX generated is different than if you add a drilldown field. When you add a drilldown field, measure filters are applied at the lowest drilldown field level instead of at the visible level. This causes many situations where the visual results are not what users expect.

Please add a setting that lets report designers choose whether to keep the existing behavior or the behavior that applies filters at the visible drilldown level.
