Hello,
PBI Desktop tool should work for personal user (when downloaded for free).
You could think to release a desktop version for enterprise (like the one you issued for PBI server) in which could be helpful then to introduce the concept of “digital signature” on top of any generated pbix document:
i.e. In this way a document generated by user A cannot be opened by user B with the Desktop and vice-versa unless it doesn’t pass via the portal.

Yes, it's necessary like any office file. In some cases the .pbix files are saved within sharepoint libraries of office365 groups
