Allow Sharing Inside Organisation without PowerBi Pro License for Consuming User

When a user with a PowerBi Pro license, shares a report inside their organisation, there shouldn't be a requirement for all consuming users to also have a PowerBi license, and this is simply unfeasible in most organisations, especially when the user may only use PowerBi for this one report.

When a report is created, and added to a Teams tab, users without a PowerBi Pro license are unable to view the content, thus rendering the tab useless, and hindering the PowerBi sharing experience.
