Need ability to see and edit other owners stuff as an service administrator not just owner or shared owner/user

Administratively the PowerBI on prem report server and online service has too much granularity in administrative security by object ownership.

We have to have multiple users supporting the platform for all the objects, datasets, schedules, subscriptions,.rdls, .pbix files, dataflows and gateways, etc. This granularity in ownership security vs administration is a support nightmare, SSRS was way more lenient and allowed administrators and system admins to see and manipulate everything.

Basically we end up granting access as admin but still cannot see nor modify other user owned objects, which is a support nightmare and headache for admins when other users are not available. On prem, we have to modify object records in the Reportserver from original owner to another user so they can administrate, or we just publish over their stuff just to grab ownership.
