Apply USERELATIONSHIP to Visual or Page

You already have the basic UI there....
We just need the ability to select a measure or column against a field on the visual or form.

Example Last Payment Date is a column in a table
Slicer selects 2020
Purchase Date is on the Parent Record the Payments are applied to which is the primary date filter
BUT when we filter, we want only Purchases where the Last Payment is within the year.
The rest of the report operates on the Parent.... but this view should only show us Parents with a CHILD in the Last Year.
We need the ability to apply USERELATIONSHIP at the VISUAL or PAGE level.... NOT just at the column level.
