Certifying a dataset is currently a delegatable task - but only across the entire tenant.
It would be reassuring if the CFO of the company certifies Finance datasets. However, I'm not 100% comfortable configuring even my CFO as a "certifier" for ANY dataset in my tenancy. Sure, they probably wouldn't certify something they don't have responsibility over, but it's also something they're likely not going to do without a lot of hand-holding.
More likely is a niche dataset for a department that I want a department leader to certify. Again, I do not want to grant them the rights to certify any dataset they may be able to get their hands on.
I request the ability to delegate certification of a specific dataset. Anyone who's on the list of "certifiers" should be able to request another user "certify" a dataset. This would send an in-PBI notification, and/or an email to the delegate for confirmation: "PBI certification authority 'X' has requested you to certify dataset 'y' in workspace 'z'. Is this dataset certified?" If the delegate confirms, mark the dataset certified with their name.
