Ability to enable/disable workspaces and display custom 'temporarily unavailable' messaging.
Scenario: Issues with underlying data sources have caused reports in workspace to include bad data; will take time to fix data source and refresh reports; goal is to more easily prevent users from accessing a workspace that contains reports with bad data.
