On the Power BI web service, do not hide the "pick dataset" option

All Power BI reports on the web service should have the "pick dataset" option.

There are some reports using semantic models from another report where it is not possible to download them to Power BI desktop that I would like to change to use a different semantic model. Reasons this may be needed include changing systems upstream, or cleaning up a workspace to have more reports using fewer semantic models after consolidating some semantic models.

In some cases I've found that if I delete the original semantic model (and Power BI did not automatically delete my report), I'm given the option to "pick dataset" in the settings of the report. It would be preferred to have that option available for all reports on the web service. That way I can change the source and not worry that the report could automatically be deleted if I delete the semantic model.
