    Deployment Pipeline - Restrict Pipeline Creation to Specific Security Groups

    Users in our organisation, who are Administrators at a group/workspace level do not neccessarily have Build permission in the Power BI service. Also, if Premium capacity is not configured on our tenant why is the Deployment Pipelines feature even available available to users.

    Power BI administrators need to be able to restrict the creation of Deployment Pipelines just the same as with restricting the creating of Workspaces.
