Our organization began using the Power BI service before Canadian data centers were available. Our only option for migration is to "document everything, create a new tenant, and republish everything". This presents a few problems:
- Power BI Administrators have dashboards and functionality toggles at their disposal. They can't download .pbixs for personal workspaces, or even workspaces that they're not explicitly administrators for.
- There's no way to export .pbix files in a scriptable way.
- There's no way to export anything other than .pbix files. The tangled yarn ball of workspaces and shares would have to be documented and recreated by hand.

RE: Tenant/Region Migration
The advent of the Common Data Model and the ability to link ADLS Gen2 storage to dataflows in Power BI makes the ability to move Power BI tenants even more critical, as you want to have the storage account in the same region as Power BI for maximum performance. You can create ADLS in whatever region you need, therefore you need to be able to move your Power BI tenant to match.

This functionality is critical. Manually recreating workspaces, dashboards, permissions, etc. will take hundreds of hours for multiple large organizations that wish to consolidate their tenant. We need this functionality yesterday.
