Allow setting to always draw maps on the bottom

The "send to front" and "send to back" functions are helpful in the authoring process when needing to move things around, but the draw order appears to be ignored across the board (desktop/service/publish to web) once a visual element has focus (is clicked). When this happens, it is always brought to the front (visually).

I'd like to be able to have my maps always be drawn *underneath everything else*, regardless of whether or not it has focus. I like to have my maps take up 100% of the real estate and layer visual elements on top. That doesn't work right now, b/c as soon as you click on the map, it covers up everything else (until you click in the margin and un-focus the map).
