One can publish up to 10GB of pbix files in the PowerBI Service but pbix file contain compressed data.
This means that, for example a 500MB pbix could have more that 10GB of uncompressed data. In such cases it is not possible to resfresh the report beucase the limitation on scheduled refresh applies to uncompressed data.
however, if someone uses powerbi desktop to refresh and re-publish the report then it is possible.
My suggestion is that, if necessary, one could automatically refresh and re-publish reports as long as the 10GB of storage is not exceeded regardless of the uncompressed size, which is not transparent to a user (as one can only see the pbix file size, not the uncompressed size)
