***New Deployment Pipelines UI BUG*** Fix "Stage can't perform a comparison" bug and slow comparisons

I like the direction of the new Fabric Deployment Pipeline UI, but I keep running into issues with the code comparison. When I open a pipeline:

1. It sometimes compares fairly quickly.
2. I sometimes have to wait for a while before a comparison is completed.
3. Comparison sometimes fails with the "stage can't perform a comparison" message. If I click to another stage, it sometimes starts comparing again and other times seems to "hang".
4. Refreshing sometimes fixes this, but there have been other times where I've had to refresh multiple times/click between stages.

The above makes using the new UI something of a guessing game as to whether or not it will work in a timely manner. Again, I want to reiterate I appreciate the work; I would just like for it to become efficient and stable enough for use.
