If someone has a link granting the person permission to share a report, that person should also have permission to share the dataset. I should not have to grant permission twice. I am frankly perplexed why the Power BI service would be designed this way.
Can you think of any reason why someone would be able to share a report but not the underlying dataset? I have not yet come across this use case, and it's so rare that it should be a special case--not the default way of sharing.
Direct access allows users to share both report and dataset, so why isn't that the default method of sharing. I find I am constantly circumventing the SharePoint-like link method of sharing because it's broken.
Fix the link method, or make direct access the default way of sharing.
