    We need absolute certainty that if a dashboard shared with a user within an org views a report that it is logged.

    There's caveats to the usage metrics report: wait 24 hours, client side configuration can prevent views from being logged. If it's too taxing, make it a check box option for report owners to be able to check to require authentication to view a report. Of course, with credentials caching.
