Filter by URL, add option for "Filters on this page"

Issue: We have filter URLs taking user to a report page within an app. The issue is when the user selects another page of the same report from the nav, the filter passed in the URL persists as it is set as a "Filters on all pages". This maybe desirable in some cases, but would be excellent to have the option to remove that filter when navigating away from that page.

Perhaps an optional URL parameter to set this as a "Filter on this page".

Alternatively, can the "Reset to default" button also apply to filters applied via URL.
