export a report without the dataset

I want to export the layout only of repiorts created on the web, not with the underlying dataset in it.
my users are creating reports from a dataset I publish (a desktop pbi which contains my model and reused in multiple reports)
but sometimes they want to do more with their reports, and I have to export it to edit it in power bi desktop.
the problem: the dataset is also exported not just the report.
in this case I just want the report layout , nothing else.
