Limit the workloads for background operations in the capacity settings

We'd like to able to limit the resources consume from refreshes (bakcground operations) from the capacity settings. Only one refresh from one report could affect the whole capacity for the whole day (after the unified v-cores released).

This is a massive risk when you do self-service BI in a company. There isn't a way to control everyone. The only solutions is applying limitations at the level of the database. But Power BI Administrators don't have access to that and companies might have multiple databases. Also, there might be always users without restrictions at the level of the database. So it's imposible to limit resources used from those users at the level of Power BI Premium.
