Clustered Column chart, Multiple measures and Legend (to split the measure)

We need a visual to represent the following that cant be done with a custom column chart (But it can be done in Excel)

We have two measures. A measure and the measure by Last year. We have Month on the shared Axis. We cant add a legend that usually splits the metric shown in the column chart

We were really hoping to use the column chart but splitting by the category renders this one not doable as there are two metrics in. Unfortunately the users are not happy because it can be done in Excel.
