This would help address the possibility that a report published to the web may no longer be viewable if the publisher leaves the company and no longer has an account.

If you want to change the owner of a report published to the web from A to B, there is no other way than to remove the publish setting and have owner B publish the report to the web.

While the report is deleted and re-published to change the owner, the report cannot be viewed on the site.
