Provide a 'hand' tool when in the relationship view, when you hover over any whitespace between tables and relationship.
This would enable you to pan round the diagram, as well as move tables if you hover over them, when the select arrow would be shown.
This should be enabled in conjunction with a fix for the relationship view which loses the scroll bars when you zoom in.
