PBI needs to create its own KPI Bar Chart. This will allow for the column to change color when meeting or not meeting goal. I cannot dynamically do this with the standard column chart. I tried KPI column by MAQ software and the formatting is not ideal. It just doesn't have the flexibility that is needed for resizing and such. Please create a useful KPI column chart and add to the standard visuals.
