It doesn't make any sense at the moment that we can't share reports to those in our orgs without either purchasing one of the hugely expensive (for an 'SME') Premium Capacity licenses, or wastefully purchasing Pro or PPU licenses per (view-only) user.
Why should we have to purchase builder/creator capabilities at a price of US$10 or US$20 per month for people who will only be viewing the reports (whose datasets are perhaps only scheduled to auto-refresh once per day, and where your servers are effectively only serving static web content with the client-side doing most of the rendering work! lol)
View-only users are a fact of life. Please either enable some sort of limited capacity or limited refresh free viewing capability for the free Power BI license in 365, or offer a de minimis priced view-only license (e.g. US$1/mth for 5-10 view-only users, without any extra limitations)
It seems so crazy to me that Microsoft is effectively pricing out the massive, global 'SME' market and leaving that to third-parties to try to fill. C'mon Microsoft - you've been smart by taking the long-term view in many other areas of your 365 services - don't forget about Power BI for the SME use cases!
