Publish report to service with "Apply Later" option without forcing us to refresh data on Desktop

We have this HUGE issue every single time there is a need to publish reports contaning huge data.

Why does Power BI Desktop force us to Apply Changes and refresh data on Desktop version, when its going to be refreshed anyways on the Services after being Published???? I am talking about 50 to 100 million records here.

Why can't we just save the MQuery changes on Desktop and Apply it on the Power BI Services?

And I have a seen solutions telling to create Parameters, to additional tables to shorten the dates, it does not work in our case. These are Production system that every Developer doesn't have the privilege to change at his/her will.

Please remove this restriction. Allow us to publish reports without having to refresh them on our "weak" resourced Laptop Desktops!
