Before upgrading to the multiple audience experience I could publish an app with the users I wanted to view the reports in the app. I didn't need to permission the users to the shared datasets and there was no issue with their permissions.
Now, the users in a new audience group get an error message that "Permissions Required: You cannot see the content of this report because you do not have permissions to the underlying dataset. Please contact the dataset owner to request access."
This results in an additional level of permissions management that was not required before multiple audiences.
I submitted a ticket (SR #2209270040006467) and received that this is by design and not a bug. I strongly disagree with the implementation and this is a bug or a step backward in regards to permissions management.
They have claimed that this note explains why you must do this now: "If your app relies on datasets from other workspaces, make sure that all app users have access to the underlying datasets." Publish an app in Power BI - Power BI | Microsoft Learn This is erroneous as I have tried giving the users direct access to the dataset and it does not resolve the issue.
It is a bug.
