Problem statement:
It's a common scenario to publish a Dataset, but to not want a related Report published in PowerBI.com.
Description:
Currently, every time a Dataset-only Publish event takes place, a Power BI Workspace Admin must manually delete the unnecessary Report from PowerBI.com. Because Power BI always tries to re-publish the Report, this deletion process is cumbersome to manage and easy to forget.
Forgetting the deletion process means there's either a blank or "Dataset scratch pad" Report in PowerBI.com. While it may be possible to not include this report in a Power BI App, 1) Apps are not always used and 2) it still is unnecessary clutter in the Workspace.
The scenario exists when Reports are written by connecting to a "Power BI Dataset" in Power BI Desktop, instead of authoring the Report in the same .pbix file as the Dataset. A similar scenario exists when Reports are created in PowerBI.com from an existing Dataset.
Proposed Solution:
Provide a .pbix file level parameter to "Publish the Dataset only" to PowerBI.com.
